The instant that the case the bomb is delivered in breaks, the contents temperature and pressure will drop precipitously with zero delay. The particles which need to collide with each other at high speeds and with the pressure which is then gone will be moving in the same direction as each other as they race radially away from where the case broke. So there won't be any high speed collisions. The case breaks, it's over. So the "bomb" can hardly be stronger than the energy required to break the case. It's just logic.
